System Boundaries 

Ppay is a neutral aggregator. We do not hold customer funds, manage wallets, or perform settlement. All custodial responsibility and settlement risk remain with the licensed Banks/MMOs and the Bank of South Sudan. 

Localized Infrastructure (Juba) 

Core production environments are hosted via co-location at a Tier-3 facility in Juba. All financial metadata remains within the legal jurisdiction of the Republic of South Sudan. 

Real-Time Regulatory Oversight 

Ppay provides the BoSS with a dedicated "read-only" node. This allows the NPS Directorate to monitor systemic liquidity and transaction heat-maps across the 10 States + 03 Administrative Areas in real-time.
